That's why a lot of police shootings get dismissed because its literally bang-bang instant reaction shit. When they unload their entire clip it's actually quite telling that they're clearly scared as fuck for their life and instinctively just keep shooting until they cant anymore.
This one is different though, in that it wasnt a fear for my life scenario. Bystanders asking to help. Paramedic asking to help.
Quite fucking frankly, he had every opportunity in the world to simply get off his neck, and still keep him restrained on the ground.
