They can have the factories, the materials, the blueprints and the workers and they still wouldn't be able to build them, it takes trade knowledge and a lot of stuff that ends up in the finished product isn't reflected in the prints.
That's why you see production lines continue at a trickle rate after the initial order so they can keep the institutional knowledge. -

There's also the ever present poland border to just railcar them across for maintenance before being sent back. -
