Didn't need a rule for that. Mods would have banned you on sight in those days. Users would have forum-lynched you and exposed all your PI way before a ban could even be put on.

I've been a mod on Totse and Zoklet, too, so I can truthfully attest to the fact of this. He even got booted off the mod team and permabanned from Zoklet for his antics. He's an attention whore. Only way to truly stop him is knock him off his high perch by obliterating his entire roost. But nobody really wants that, so I guess we're stuck with an attention-whore Admin.

Zok even sent out a decree that he would be banned on sight. But after about a year of mediation I was able to negotiate an armistice between zok and every single user zok had permabanned. Zok agreed to lay off the bullshit, and the users agreed to cease retaliation. All were unbanned. Poast-bortem! continued to be a contributing member without further incident. Now, don't you just have to like the Totse spirit? It's the glue that holds us all together. It's never wrong. Don't fight it, because it's truth and justice and fairness all rolled into one.
