I don't know why you seem to be so confused. We've used motive to weigh out the severity of a punishment for a long time. Morally, planning to kill your wife for 6 months is a lot worse than just killing her in the heat of the moment because you found her cheating or something. People who plan out murders are devious and dangerous and deserve to be locked up for longer to keep them away from society. You don't want someone to get locked up for decades just because their car malfunctioned and killed someone, do you? Motive is important.
People who commit hate crimes have a very special motive. They're willing to attack people purely based on who they are as a person. This is a lot worse than someone who is willing to attack someone for their wallet or phone. That person will only attack someone so long as they don't have enough money. The person committing hate crimes will attack people regardless. They are more dangerous, and deserve to be locked up for longer. Plus even without harsher punishments, its important that we're able to look at a criminal record and see this information. I might hire a dude who used to mug people for money. I'm not going to hire a dude who beat people up just because of who they were. Those people can rot in prison and die for all I fucking care. IMO hate crimes should have the death penalty. -
