historically though 'universal suffrage' was only tried in the last hundred years or so. Greece, Rome and later attempts across Europe typically only extended the right to participate to men who'd demonstrated their worth to the state or community (ie through military or civil service) and explicitly forbade groups like women and catamites
I remember learning about the kind of "democracy" greece had at uni and thinking it sounded alot like Ghaddafi's "representational democracy" where they hold senate at the pleasure of the HNIC who makes the rules and has veto power. Say what u will about how crooked america is, they have centuries of spitefully making check and balance laws to ensu44 nobody does anything too consequential -
