No cosmetic issues don't matter to the state(your customer likely so) as long as it passes a safety inspection/is road worthy. Check your state's safety inspection requirements, but for sure body panel color mismatches won't be a factor. -

NC : You only get a salvage title if the work's been done, if not you get a bill of sale. They are sold as "salvage" & you have to to repair before the state issues a "salvage/rebuilt" title for plates etc.
I do most of my buying online, I hire a 3rd party inspector if I have any doubts. -
