This decision is due to the fact that in their regional prisons, dangerous criminals tried to arrange riots or escape. And if you call things like we do, the scumbags (government) just decided to cram the most remote Russian colony (prison) where there are fewer human rights defenders and where nobody would interfere with the process of criminal re-education.
In these prisons now sit a lot of special criminals, such as serial killers, serial rapists, and pedophiles, which differ greatly than the other regular prisoners.
For these dangerous criminals, sweet life in captivity begins with special circumstances, because it is necessary that the man did not escape in any case. So the security measures taken are of a higher importance.
For example, elevated status convicts, like Chechen terrorist Salman Rainoev, were delivered to the remand center where they wait for the verdict of the court, mainly via helicopter and plane. In such cases, during transport, the convict is sitting surrounded on all sides by the most experienced representatives of the service.
It is not recommended to transport such prisoners in a train wagon, as attempts at escape are easier that way. They almost never officially transport especially dangerous criminals, as anything goes when handling them, weather legal or not. During transport via air, the convicts have a bag over their head, and irrespective of being the air, all movements are limited with use of foot shackles.
When the convict exits the transport, he is only allowed to move around while squatting down, all the while there are mad Caucasian Shepard guard dogs barking him right in the face. When it comes to handling escape attempts, the guards are instructed to shoot to kill without thinking about it.
In several cases already in the latest Russian history, shooting escaping convicts are happening. If the convict is of a normal status, then it is usually simpler to just catch them. But with elevated status, guards shoot to kill. For example, one serial killer attempted to escape, and was shot right at the train station although there were a lot of innocent bystanders who could be hit. Typically, shooting in such cases is categorically prohibited. But, since the guard hit him and "won", winners do not get judged.

I always point out prohibition to people like this. When alcohol was not regulated, people were drinking poorly brewed batches and ending up consuming methanol, which can do things like cause you to go blind.
In China there is still a big fucking problem with bootleg shit alcohol, along with other bootleg shit things. Lots of Chinese people won't even buy Chinese products because they KNOW they're shit. Milk powder smuggling is a huge business there because there was a bunch of babies dying due to unregulated Chinese milk powder.
Legalization = regulation = knowing exactly what and how much you're consuming = safer. People mention we might have more addicts, and that MAY become true as drug use is more normalized.
