In not one instance of legalization/regulation has it ever resulted in more deaths. Only less.

If all drugs were legal the idiots would die off first and it would look like a really bad idea but then a period of time would pass and suddenly the deaths grind to a halt, addiction rates drop and people realize the answer was in the pudding this entire time.
I do heroin like once a year and I get it like it was legal, sent to my mailbox, uncut. If everyone was like me the world would be a better place.
It would also shift the entire economy in a drastic way, quickly, which would be biggest outcome of legal drugs more than any public health concerns.
Drugs ARE the economy, and changing any aspect of the market will change global society in a big way. The way thing are right now if one country has a radical shift in policy it has effects that ripple far and wide, like legalizing weed > ultimately leading to less small producers > less people buying from local garden stores > less inventory sold from hydroponic supply companies > loss of jobs, etc.
Now imagine if the UN changes its entire policy how much that would affect the day to day average person and the economy as a whole.
