Nope that's just a skewing of what he said.
"There remains a likelihood that some existing fires they continue to be active through September and possibly later into autumn or even winter," Wilkinson said.
Though he says the word 'through,' it is in relation mainly to September. It could likely go through September, and then even further INTO autumn or even winter. -

He said into winter in the actual quote. I doubt he was saying that the snow would be flaming. North Dakota (also known for some pretty fucking harsh winters) on occasion don't get too bad until the very end of December and early January. Winter begins December 21st. Definitely possible to have some lingering fires past that point. -
