Guns are carried when the duty requires it. They're kept locked in an armory when not in use and literally each bullet is (supposedly) accounted for.
Some commands have their 'own' guns which are 100% controlled by one individual who delegates who has possession of them. When not in someone's direct, active, possession they are locked in a vault or safe.

Sometimes I can get away with removing all the trim with a flat bar, which makes it much easier to paint. I just lay them out across chairs with a dropsheet underneath, paint them, then nail them back in, apply putty, and touchup. Nobody is the wiser.
