Even if he already has the weapon drawn, is standing right in front of you, and has a dead bead right between your eyes, you'd still be best to make a sudden leap to the side and try and gain some distance. The body can take a remarkable amount of mortal damage and still keep right on going, if simple shock doesn't kill it first; many people every day get shot several times, some as many as 5 or 10 times, and they're still alive today. But if you stand there like an idiot and put your hands up to block the bullets, the first shot's going to be straight to the head, and it will probably only take the one shot to kill you doing it that way. Always take some kind of action if someone has a gun pointed at you. Personally, if I was that guy and living where guns are legal, I would have ducked and drawn my own weapon, whether he had a bead on me already or not. There's really no telling where those bullets will actually end up, and how deadly each one will be, unless you play the deer-in-the-headlights fool.

When someone is about to shoot you in the face, never put up your arms/hands. Instead, duck and dive like a bastard and then run like hell. You improve your chances of living another day by 50% right there.

3. Lure prey into said gully.

Fact is, ALL of this shit has been tried before, and ALL of it has failed miserably. There is no positive work-around, substitute or bandaid solution for a lack of appropriate policy and/or a lack of appropriate management.
