Now if its an older car with a down stream converter thats not monitored you can just hollow them out no problem. -

Take that air box apart and see if you have a mouse nest in there.
I would clean the MAF sensor and throttle body real good then remove and clean the battery terminals.
If that don't work I would start looking for vacuum leaks. -
