That has happened in the past. One way to fix that, might be to attach a timer to the phone's battery, so that it can't accidentally be called until a certain time when the phone's battery power is connected.
That, or write a tiny bit of assembly code and use a microcontroller. Or custom logic gates and a multi-frequency transmitter, even better. They'd see the pieces and be like WTF? -

EDIT: knew this woman that was into holistic stuff, and she made some kind of soap out of shea butter that would alleviate almost any skin disorder. Never got the recipe. -

Used cooking oil by itself will get hot enough to melt steel quite easily if supplied with oxygen. Not the easiest shit to ignite. Maybe mix it with R-Candy powder? Karo Syrup + nitrate + used cooking oil.
I've made fires with it and it can be pretty scary. Maybe add some grated wax for smoke and to make it more sticky. Smoke screen + super hot flames. Chunks of thermite/RCandy and wax might also be useful.
EDIT: if your goal was to destroy a building, this mix might be good. It's hard to accidentally ignite the oil, and it's not going to evaporate like gasoline. -
