Ice is plenty strong, it depends entirely on the temperature outside and the size of the ice chunk. A water bottle, less than the liter size ones, will still take hours to melt. The springs in clothespins are not strong enough to break the ice prematurely. If you want it to take longer, use a larger diameter bottle. Buoancy timer isn't really temperature dependent if you're using a liquid that doesn't freeze easily, like alcohol. Everclear should suffice, or rubbing alcohol. Lots of things would work really.
Have you even conducted a strength test to see how much pressure it would take to break that ice so you'd know how much ice you'd need? Have you allowed for how much ice might melt on the journey to the target location.

I just got bored and was wondering, if any of you had any (good) ideas on how to do this sort of stuff.
EDIT: I think attacking hospitals with IEDs should also help. Ambulances, fire stations. Remember, the goal here is to minimize casualties (if you can)
But all ideas are welcome.
EDIT2: I should also mention, remote neural monitoring is real, so if you suspect they already have a reason to read your thoughts remotely, they probably do. Wearing a faraday cage may or may not help. Biophotons can be encoded to reveal brain activity, and they can come from any part of the body. anti-cholinergic drugs may or may not help. Couldn't really say. -

What if you decided to cause a shit-ton of chaos in a city, either for profit or just as a terrorist... How would you go about doing this? Preferably, ideas that aren't with the goal of hurting people directly. If you fry the grid, it's estimated millions of people will die of dehydration within a couple days anyhow.
I would imagine targeting gas stations and places that supply fuel with IEDs, cell towers, banks, police stations, helicopters, news choppers and police choppers, etc, would be effective. A lot of cities are also using an unencrypted wireless traffic signal network, so, maybe turn all the lights green in the whole city and keep them on green? Have timers set off to dump oil all over the major roads, so that they're extra slippery and hazardous. Ever see how long it takes to fix a highway when a single 18 wheeler flips over and catches on fire? Many, many hours.
After-all, IEDs are cheap and easy to make. Timers are simple, remote controls are easy and simple.
We all know that if ISIS weren't just a creation of British Intel and CIA they'd be doing stuff more like this instead of just targeting people that nobody cares about like civilians. In order to do this stuff you'd probably want to take out a bunch of cameras first. The riots recently in France have proven that it isn't too hard to take out a shit-load of cameras. Maybe just point something at them that destroys them with a timer, so they all go out at the same time. In all the chaos, it shouldn't be too hard to steal a shitload of gold and firearms, which are worth a ton of money. Right? GPS devices, hand-held radars, etc, all worth a ton of money, and don't weigh much. If you had assembled a large enough crew of people to collaborate on this, it could turn out to be quite profitable.
EDIT: forgot to mention, if you have trouble locating cell towers or other important radio transmitters, you can always get ahold of a software defined radio with a good frequency range, and use that to locate them. Or an "RF detector" although I've heard they're not entirely hidden from the public.

Iranian Foreign Minister Mohammad Javad Zarif says the United States has a "pure obsession" with Iran which is very much like the attitude of "persistently failing psychotic stalkers."
The top Iranian diplomat took to his official Twitter account on Tuesday to react to recent remarks made by US Secretary of State Mike Pompeo and National Security Adviser John Bolton against the Islamic Republic.
"While ordinarily it might be flattering, @SecPompeo’s and @AmbJohnBolton’s pure obsession with Iran is more and more like the behavior of persistently failing psychotic stalkers," Zarif said.
He emphasized that the US is "substituting a real foreign policy with Iran- obsession and -phobia."
Speaking during a news conference with his Jordanian counterpart Ayman Safadi in Amman on Tuesday at the start of his second trip to the Middle East, Pompeo said that his country was "redoubling not only our diplomatic but our commercial efforts to put real pressure on Iran."
He pointed to the US decision to withdraw troops from Syria and claimed that the move would not jeopardize Washington's efforts to counter threats in the region, which, he alleged, came from Iran and the Daesh terrorist group.
"The most significant threats to the region are Daesh and the Islamic Revolution," said the US secretary of state.
Last month, US President Donald Trump made an abrupt announcement to withdraw the roughly 2,000 American troops from Syria, claiming that the US had accomplished its goal of defeating Daesh.
Trump has declared victory against Daesh terrorists in Syria as reports suggest that he is planning to pull out American troops from the country.
“We have defeated ISIS in Syria, my only reason for being there during the Trump Presidency,” Trump said in his Twitter account, using an acronym for the terrorist group.

With the right testing you should get it accurate to within a minute or so and be able to set it anywhere from a few minutes to half an hour or more.

That's over-complicating it. The ice timer or buoancy timer are much simpler than using acid, not to mention that's one more hazardous material you'd be messing with. I encourage people to improvise though. Simply place a metal ring, paper clip or string around the close pin to hold it open, with the wires attached, so after it's frozen, remove the ring, and once the ice melts the circuit is complete, igniting the primary by heating the filament.
It's a foolproof idea. I may post a youtube video of it, although I don't think anyone needs to a visual as it's already so simple.
I could probably think of situations where the acid idea may be better suited, or a variation on it, but I like to keep things as simple as possible. -
