If this is about the Dutch farmers, the reason nitrates are being restricted has to do with water quality, not global warming. Fertiliser and other agricultural run off, which can include cow poo, winds up in water ways and causes the accumulation of nitrogen and phosphorous compounds in water, which leads to over-growth of algae (eutrophication).
CO2 isn't considered as part of this process, except that the process of fertiliser production is massively energy intensive.
