To protect children, that person SHOULD face reprocussions, however they NEED mental health help, and guidance on how to express their desires in a safe way that doesn't harm children. Maybe for that person it's animated porn, or a doll, or maybe just being celibate, but there are ways that these people can be helped, and also avoid children from being victimized. Ostresizing them doesn't work though, and actually puts more children in danger.
