I know in the US if you are jobless and kind of socially retarded, you can go to a dr./psychologist/whatever and get diagnosed with some mild autism or spectrum disorder, this is what's called "autism bux" or "neetbux" by some, it's a very modest amount though, nothing that one could live off of purely in itself.
