Because that is its niche and it does that well. Getting through body armor is > lethality than not. But for any soft target with no armor, being really good at penetration isn't super helpful - you want something that creates big wounds, not tiny holes.
And let's be honest - most people aren't shooting through kevlar. So yeah, "junk round" for civilians. -
