What possible benefit are you imagining Ukraine would get from nuclear weapons?
It's not hard for them to even make a real nuke. If you are being 100% real this is no longer some hidden technology, you can accomplish it with engineering and physics knowledge available to a western undergraduate student.
The problem is purely establishing the infrastructure to make something militarily useful. There needs to be some very direct benefit to making that investment and the current model for lesser NATO nations is to just outsource that part. So if things go how they want, it won't really ever be a good investment for them in the foreseeable future. -
