If there's nothing in them the wheels are probably bent and that would be more than $15. And tire patch kits are free from Walmart.
Some of my wheels are bent but they put some kind of seal on it and I keep 40psi in them and they're fine. "Reputable" tire places won't put a tire on them though. -
