Yes if you snort 2CE you only need like 5-10 mg unless you're going for a crazy trip. 20 mg orally is too much for a lot of people.

As far as I know there's no grammatical issue with "baka gaijin", both baka and gaijin are nouns so you don't need a particle to join them, like how in English you can say "bear den", or "car door" (two nouns in a row with no joining construct) to indicate relation is a context sensitive way.
However in terms of usage it's really only something you'll see weebs using, usually ironically. -
