How should I approach this individual in future situations? If I'm completely honest, I feel like he'll either rebel against me, or he'll play it as if he cares only to later screw me over. Society really takes the cost when it comes to this scumbag, but there must be some type of level ground where we can get along.

I'm not like this guy. I donate extra change to charities, and I don't litter. I feel guilty if I wrong a person and I know it's wrong to do so.

They try to figure out what is going on inside a suspects head so that they can predict what he/she will do next. I've heard that they hire these people(psychologists) as well, but I've always assumed that some agents specialize in that.
They could go to an online message board and start conversations that are likely to answer questions that they don't want to directly ask(to minimize a suspects suspicion). Then other handles to fork the conversation in multiple directions in hopes that their suspect will make comments and ultimately give up personal information that helps them figure him/her out.
Conversations on things like sexism, violence(including at childhood), rape, murder, all are likely to reveal personal opinions about their suspect.
The problem for these psychologist/profilers, is that the suspect may know this, and the suspect may completely throw them off path, resulting in a huge waste of time/tax payers money. The suspect may take them on a ride that goes in circles and doesn't result in any successful conclusions. -

Considering that they spy on citizens so much, I wouldn't doubt it if most people are already infected. Maybe just something to sleep and locally monitor so that if they need to, they show up and extract whatever they need.
