They were originally designed for bringing down aeroplanes; they're calculated to have up to a 4x wider kill radius than a standard shrapnel/submunition bomb and the long cuts it leaves are much harder to survive than shrapnel that may or may not fly through critical parts of the plane. What's more, they're fairly easy to construct - if you have the explosive, all you need are some iron rods and a welder.
If the ring is fired parallel to the ground above waist level, there would be almost zero chance for anyone standing upright within range to survive and it stands to reason that the much wider 'kill' radius applies to soft targets as well as aircraft.
The only one I can really think of that'd have the background to say much would be IS, but I'm mostly just curious about rumours and stories that don't make the news.

the hajis are pretty much retarded when it comes to IEDS (that term is retarded...there are IEDS that are more sophisticated than high tech cruise missiles)...what they lack in sophistication, they make up for in perseverance. a good example is they set an IED in the ground...detonated it...and all the targets felt was a bit of a rumble and vibration. the targets shrugged their shoulders and moved on, not thinking much of it . as it turned out...the hajis buried what was a massive explosive charge, which would have obliterated a small building had it been at ground level, but due to how deep it was it's only effect was a bit of jiggling.
the heyday of the IED craze was back in he 80s or so, with the Irish doing their thing, and that stuff going on in souther africa/rhodesia.
the general protocol when it comes to things that blow up is that the authorities don't release specifics or details. the actual info is termed 'unclassified for official use only.' the only time specifics on a device are released to the public is either when someone other than the authorities does it,not when they're distributing misinformation. as in that chink that just got offed in south korea by...supposedly...VX...there's too many problems with that situation for it to have been VX. which begs the question...why did the s.Korean authorities release that detail. -
