Why? If a young girl consents, it's not rape. An 11 year old can comprehend the concept of an intimate relationship and it's consequences especially if she is guided at the parts where she might lack in any of those things. You know the story of when i was 18, i was dating a twelve year old girl, she not only fully comprehended everything that was going on, she was the one initiating intimacy more often than not. She understood perfectly well the importance of contraceptives and it's importance with relation to her future plans.
"Normal" people seriously lack any sort of understanding or appreciation for how mature young teenagers can be. Of course a lot of them are immature, and it would be wrong to pursue an intimate relationship with those. But a fair amount are perfectly competent to give informed consent. -

That's a different kind of infrastructure. Designed for a very specific purpose. Also, having an open process doesn't jeopardize the security of the system if implemented correctly, adversaries being familiar with the process by which some infrastructure operates can be factored into the overall threat model.
Domain registration and things like DNS can be done in multiple different ways. One of the ways i've heard proposed was a little like how the bitcoin ledger works. If everyone has a copy of the phone book we don't need operators to direct our calls to some place or another. -
