I'd prefer PM because if this is used to target modern phones and it's being used in the wild then that will be of great interest to me.
I'll even write you a shell script to auto-deploy REMNux if you're too lazy to do it yourself. -

There still are some hacker forums around, but good luck getting into the serious ones without a vouch, or some serious 'street' cred.
The hacker sites that are open to the general public are mostly personal blogs or resource aggregators. And you get the occasional venue, that has a basic tier system. So you'd get a usergroup for ordinary members and potential customers, a seller/developer usergroup that offers various services and tooling for a price of course. And then you have the staff.
Other than that most of it are scams and some limited hangouts plus infrastructure that's used for cyber shenanigans.
Forget about Tor, i2p is where it's at, or so i hear. -

Charitable interpretation would be to say the US wants Russia to prevent it's citizens from hacking specifically critical infrastructure. The list probably consists of what they have defined as being critical infrastructure. The point would be that if a citizen of the Russian Federation hacks anything not defined on the list the US will consider it a criminal case. If the attack is against anything on the list it escalates to a diplomatic issue. -

By the way, Putin had nothing to do with the oil pipeline hack that occurred. The laws in Russia are such that hacking isn't illegal as long as you're not hacking anything that has to do with the Russian Federation. Only the sovereign territories of Russia are off limits. Anything else is good to go. So if you're a successful black hat you might wanna move to Russia.
Or at the very least make use of Russian infrastructure like VPS and proxy services or even just a domain for your command and control operations. -
