He was originally elected on the platform of repairing relations with Russia, formalising and ratifying the Minsk and Frankfurt agreements, but when he tried he was rebuked by the real power inside the state - hardline nationalist political parties like Svoboda and Privy Sektor, and oligarchs with business interests to protect like Poroshenko and Kolomoisky.
Now the west, specifically the intelligence services of the US and UK has assumed direct control of most political and military decision making. Killing him now or then would've just changed the face of the government, not any real power centres.

but even when theres a dead body and money and free drugs laying there and you just got the thrill of living, it's not the big turn around, maybe because it's never usually that big and impactful, so maybe it's not enough
