Not just where it is but where it will be translated to in the next state. There's literally no concept of "everything is stopped but a clock is still running but it's not discernible so it doesn't exist." You can't just look at s static moment and say LOL NO TIME.

time is just a unit of measurement, to measure changes, and if nothing moves, nothing changes, and therefore time stops.
