That was meant to be a trial run too, if it went well they'd planned to hit subway stations, airports and the like all over Japan
Keep in mind when they got their proverbial door kicked in, police found samples of all sorts of nerve agents, viral and bacterial weapons - including Ebola. These people never numbered more than a few hundred; Japan got seriously lucky.
It doesn't take an army to cause mass carnage.
