That's almost exactly what they did in 2014 as well as trying to use that as justification for making another anti Russia bloc and that didn't turn out so well.
Germany's New chancellor/coalition is the big factor. Germany is the gatekeepers of the EU and their relationship with Russia is what can incentivize them to act different far more than the magnitsky act and finger wagging can

Germany's new government (/bloc) is even more pro-nato than Merkel was. it's weird for a 'greens' party to be so far right in terms of foreign policy

I'm not sure about that - I mean of course they'll funnel arms in, but given how much gear the Ukrainian military has already lost to the rebels I don't think they'll be giving them anything that's not already publicly known.
If both sides are smart they'll be smuggling in GoPros and 4G towers, in order to document the crimes of the other side.

You shredded 100 babushkas with rocket artillery, then moved in and lost 100 tanks against RPGs and mines, just to take some poverty stricken village with a depleted coal mine in the just about infinite east European plain?
So it could suffer an ageing population, declining birth rates, economic decline, demographic collapse, and mass emigration under a Russian flag instead of under a Ukrainian one?
At least the babushkas would have far more money under Moscow than they would under Kyiv. So from a humanitarian POV I suppose I have to support it.
Ultimately both sides would have been way better off under Berlin though.
