Saying "I will bomb your offices and assassinate your top editor" when you don't have a bomb, don't know where the offices are, and don't know who the top editor is simply isn't a credible threat.
That's like saying "the world is full of sodomites so I'm going to blow it up with a space laser". That's a threat targeting everyone on earth because of their sexual proclivities, but it's not realistic, so it's not something you can get in trouble for saying.
You don't need to be actively conspiring to commit the crime for the threat itself to be credible. You just need to have the capacity to follow through on your threat - ie you needn't have manufactured a bomb or even have learned how to do so yet, you just need to be able to make a bomb (protip: anyone can make a bomb). The threats made here are just as credible as threats made by my Muslim brothers, but of course you think Islamic terrorism is a more credible threat than white nationalist terrorism because you're an Islamophobic white nationalist and want to carve special exceptions out of the law to protect your own kind. -

I agree like if I want to send messages threatening political cartoonists not to draw images of the Prophet (pbuh) under pain of beheading, this should be totally allowed.
