I'm sure you're not the first person to end up with no ID and needing welfare (I imagine it's actually pretty common, really - people don't tend to need welfare when their shit is entirely together). I'm almost certain there are avenues available to you, but I don't know what they are because I'm not a social worker. Should definitely get in touch with someone qualified to help - maybe hit up a shelter, the staff tend know what to do in situations like this, or they at least know who you should be talking to.
