Russia is poorer than western and central europe, and always has been. Even Poland makes Russia look like a third world country now, not to mention the Baltics. Fun-fact, the formerly Russian administered part of Poland remains poorer than the German administered part to this day.
And how many states to the east of russia, that used to be third world shitholes, are now wealthier? Singapore/Taiwan/Japan/South Korea at the least. Malaysia is rapidly catching up as well, and maybe even fucking China.
My money is on laziness. Misguided Russia was too lazy to look past the last 30 years of history. Try using your "it's Americas fault" theory to explain the last 300.
