Serial killers know how to work the system. that's why only 20-30% of em are caught, and many more slip the system. A ton are still out there...
I wish Im'a catch one... put em in a desert underground room, find out who all the victims are, and have all the victim's families do what he did to the victims directly to him... They can do it as long as they want, as much as they want, but the rule is, don't kill him. Because we'll have a heinous druid sacrifice ceremony at the end, that's so unbelievably painful..
