The fact that a room is wide, spacious and has room for camera dollies and the like doesn't preclude it from being suitable for use as a SCIF.
It is the House Ways and Means Committee Chamber not a SCIF. -

The term natural born citizen is still not completely defined by law. Up until about 20 years ago most legal scholars held it to mean born on US soil to at leat one US citizen. However the liberal modern scholars of the last 20 years or so have argued that is means anyone born to at leat one US citizen regardless of location. The matter has yet to be heard by the Supreme Court. -
