I actually assume there's a project to build and deploy low-cost networked surveillance devices in a mesh network to collect audio indiscriminately, only to be organised by pseudo-AI back at base. The only reason I'm not certain is that it'd be a very difficult thing to keep quiet and nobody's 'blown the whistle', so to speak

It's not hard to keep quiet, they started putting diodes into the structures themselves while building apartments, houses and other structures. Look through cryptome, it's been around a while. With the diodes, no listening device needs to be present, they simply collect the harmonics of the normally occurring signals (the diodes reflect harmonics of the normal signals that bounce off them) and decode those.
With a wall probe/diode combination, it's very difficult to detect that there's anything unusual at all, because they don't need a power supply. The radio waves themselves supply all the energy they need, they simple put out harmonics, and the vibration of the wall probe modulates the harmonics in a way that allows them to decode and recreate into all conversations people are having.
EDIT: As I mentioned before, the harmonics/diodes themselves aren't necessary, they just make narrowing the signal down with less interference easier. All that really needs to be done is a wall probe/cube reflector combination which again, requires no power source of its own. When you speak, the sound waves from your voice go into the walls. A cube reflector/wall probe is designed so that it is very thin and vibrates very easily from this or other sound sources, and the vibration modulates the reflection of any radio waves present, allowing everything you say to be re-created by picking up the reflected RF signal.
Compare that with the acoustic vibrometry link I posted. Very similar. No loudspeaker needed. Most of you just seem to have way too much ADHD to actually read the links I've posted and simply write it off as conspiracy stuff. You think they don't USE this stuff? Are you retarded or smoking crack? The NSA doesn't disclose it because it's classified, so they're not going to allow this to be permissible in a normal court of law, that is, law enforcement normally can't use this tech, even though it's quite simple. Russian laborers constructed an embassy where the walls were FULL of thousands of diodes - embedded in the construction material. US had to abandon the building and build one of their own. How many criminals protect against laser audio surveillance, where a laser beam is bounced off a window or other rigid surface, and the sound from the room vibrates the surface, wobbling the beam, the wobble being translated into audio by the snooper.

That can work but with the right algorithm they can still pick out and decipher your conversations. The vibrations you project into the window etc have to be able to fool their algorithms, elsewhere, your speaker taped to the window won't work.

A low frequency can be used, but you will start developing less than desirable results with low frequencies, and will receive better results with frequencies even higher that 10 GHz. At 10 GHz you only need a few mW of power to do this successfully from a few feet away, and 100 mW can allow an eavesdropper to be a fairly respectable distance from the target. Some police radar guns will also let you do this with with minor mod where you simply point the radar gun and use it like a highly directional microphone that can shoot through walls. Prison escape teams have been using these for years to listen for escapees in the woods, or hiding in corn fields without actually entering the woods.
One of the more humorous eavesdropping vulnerabilities on Embassy Row in Washington, DC are the X-Band alarm sensors that all the embassies install in their more sensitive rooms, but which they neglect to turn off during sensitive/classified discussions their diplomats are having. An eavesdropper can simply tune in the frequency of the X-Band (or K-Band) alarm sensor and listen in to classified discussions. Even when they turn these sensors off during meetings, there is still enough loose items on the walls to provide a wealth of vibrating surfaces that a microwave signal can bounce off of.
With this is mind the TSCM specialist needs to always search for any signal with could be a source of illumination, and pay extremely close attention to any signal present in the area being inspected, but which may of may not be originating within the area being inspected and may provide a reflection of an external signal above a dangerous threshold.
An example of this is building D of the Georgetown University Medical Center (GUMC) complex which is only a short distance south of a diplomatic facility [France (map)]. Merely being near and above a nearby diplomatic facility isn't the biggest problem by itself, but because this diplomatic location is saturated with RF energy between 10 and 15 GHz it becomes extraordinarily easy for an eavesdropper to listen in to diplomats talking about classified matters. -
