Trump's made the statement that it was a warning and they don't have any other strikes planned, but given what I've heard about Iraqi PMU commanders being killed, it's likely to be the start of something bigger.
I don't know about 'black flag' and I don't think it's a particularly outlandish conspiracy, but there are a lot of actors with a lot of different goals.
Trump's silenced his critics claiming he's given Russia a free pass in Syria and picked up support from neocons, warhawks and the MIC who previously considered him an enemy at the cost of the few reasonable people in US politics.
The neocons who've been pulling his strings since Flynn was forced out now have leverage to impeach him; the argument being that a unilateral strike where the US is not directly threatened requires congressional approval.
It's important to note that there has been no evidence presented that implies Assad or the SAA had anything to do with the gas attack, and reasonably a UN investigation would be conducted before any military actions are commenced. That will never happen though because Al Qaeda will not allow them into Homs.
I find the most troubling thing about it this though:

Their target was the Al-Qusayr airbase southwest of Homs. It's significance is that it's an important local refuel and resupply station for the RUAF; destroying infrastructure there will severely reduce their capability to provide air support for the SAA in their efforts to retake the city from Al-Qaeda's 'moderate rebels'. -
