looking into the actual law it's basically a turbo-warrant system. the reason why they did it is because legally a person can refuse to take a sobriety test; refusal generally leads to license suspension but carries a much less severe penalty than high-range DUI... ie. you can avoid a DUI simply by refusing to be tested.
The 'no refusal' system is basically just the capability for the police to immediately get a warrant via text message or email allowing them to draw blood for testing, potentially forcefully. there doesn't appear to be any significant oversight relating to when blood can and should be drawn and reasonable grounds for a warrant - they seem to be authorised by default.
the effect appears to be that during these 'no refusal' operations, the police are able to draw blood for whatever reason they like. -

I wonder how much blood they take... given what I've heard about Texas cops, it would not surprise me a whole lot of they were drawing way more than required and selling the excess to recoup costs.
is this not unconstitutional? sounds like the epitome of unreasonable search and seizure (of blood) -

traditional farming practices are easy enough to learn just growing up on a farm or picking it up on the job, but modern practices and methods are a lot more complicated. -

The short of it is this:
The main reason for the fomentation of war and general instability in Syria is two competing gas pipelines
The US and gulf states want a GULF PIPELINE, but Assad rejected those plans in favour of the IRAN PIPELINE.
The reason for the GULF PIPELINE is to create a competitor for Russian gas in the EU; they currently hold something of a monopoly (Keep in mind that this was also one of the major reasons for inciting the 'revolution' in Ukraine). It's also an existential necessity for some of the Gulf states, specifically Saudi Arabia because their oil supply is not infinite (I suspect their reserves won't last a whole lot longer) and they've done an extremely poor job of diversifying their economy. Oh, and of course Israel is trying to sell the gas they've been pulling out of the Golan - gas deposits are one of the main reasons they refuse to give it back.
The reason for the IRAN PIPELINE is to deliver Iranian gas to the EU - they're desperate to open their economy after decades of sanctions because without a massive uptick in production, their young population is going to have extreme unemployment issues. There's also the goal of delivering energy stability to Lebanon, which has been highly inconsistent due to blockades and sanctions since the Israel-Lebanon war.
The Kurds fit into this as a sort of backdoor for the GULF PIPELINE. Assad said no, so the US and gulf states tried to depose him. They severely underestimated his popularity and failed to predict Russia aiding him, so now that goal seems completely unrealistic. If they can create a Kurdish vassal state, that is, declare independence for the Kurds in Northern Syria (the 'Rojava' region) and give them a puppet-ruler like Barzani, they can build their pipeline without Assad's permission - they can simply build across the new 'independent state'.
GULF PIPELINE: Qatar > Saudi Arabia > Jordan/Israel > Syria > Turkey > EU
IRAN PIPELINE: Iran > Iraq > Syria > Lebanon > EU
