Honestly, I likely wouldn't have seen it coming until it was too late. I would've been wary the moment someone got out of their car with a camera on but I wouldn't immediately think my life was in danger. The moment he said 'what's about to happen' and began reaching for his gun is probably when I'd act.
Depending on how close he was the choice would be to either run, zigzagging to avoid getting hit (afraid he'd get back in the car and mow me down) or charge him down, trying to keep the gun out of my face while opening a knife. I don't think that guy was physically able to succeed in either.

I'd suspect if you wanted to deploy it in an open space you'd need to calculate the size of the room/open area, wind currents etc.
it'd be entirely possible to compress a standard dose into an aerosol can and use that to spritz them... if you had the equipment to measure micrograms of the stuff.
