Yes they do, especially my friends. A lot of colleges here have solely English lectures not only that, a requirement for getting into academics at any sort of meaningful level is being able to speak English. The older generation, like my parents speak English too, but too a much lesser degree. You can basically start speaking English to anyone in The Netherlands and they will respond to you in English.

Yes but not actively around the kids, my father has his own business though and he would have international customers as well so it was kind of a requirement for him.
