And cable is irrelevant to having a static or dynamic IP, as that gets assigned upstream. Also, i don't know this for a fact but it would seem to me that dynamic would cost more money simply because more steps go into assigning your IP. Multiply this 12 million times and it starts to eat into efficiency.
