What do you mean stabilised? PETN is related to ETN although somewhat more sensitve to shock and friction if I recall correctly, but neither are considered primary explosives on their own, thats why PETN is used in exploding bridge wire detonators or EBWs.
The cookoff or thermal decomposition to detonation theory is plauisble but this is a military that has access to primary explosives even more powerful than silver acetylide which can reliably detonate PETN in amounts the size of a match head...
Also, ETN doesnt reliably cookoff to detonation without something like aluminum strips embedded as a catalyst and even then it isnt 100% reliable. I assume PETN is similar in that regard.
Why not just use a match head size amount of primary?
15 years of planning definitely means they couldve easily made their own duplicates of the normal pagers and switched the normal ones out. This is a modern military with access to the best everything.
The pager needs to only divert charge to a primary when a specific signal is received, and this can easily use the pagers normal battery power. Nothing overly complex even if they were modified rather than doing a switcharoo.
Also Israel has the same drone and satellite based tracking tech as the US so they can easily know if its a hezbollah fighter holding a rigged device.
An app that the US Army helped develop, Twosense AI can uniquely identify people through walls and roofs when installed on any phone or laptop, although its nowhere near the most advanced biometric tech they have, thats why its now in the civilian market.

This was apparently being planned for over 15 years. And those explosives have unlimited shelf life.
Theres a lot of room inside electronics, also. But its clear they didnt need to do a lot of physical damage since the paranoia of thinking any of their electronics may be rigged to explode should do plenty of psychological damage.
It would actually make sense to do this to millions of smart phones so at any point in time they can be detonated against a persons head, killing them instantly. A secondary charge wouldnt even really be necessary.
If each device has its own unique detonation sequence / transmission, buometrics with radio fingerprinting could make the attack fairly selective. Connect hezbollah biometrics with the unique radio fingerprints and you can selectively put the hezbollah fighters out of commission while minimizing collateral damage.

Reacting formic acid with calcium chloride or calcium hydroxide yields calcium formate.
Thermal decomposition of oxalic acid yields formic acid but the yield is small so using glycerol as a catalyst and steam distilling over formic from oxalic glycerol dramatically improves yield. The glycerol is 100% reusable.
Oxalic acid can be extracted from sawdust (preferably from softwood) mixed with sodium hydroxide. Oxalic acid is actually quite common in nature. I think I saw a fungal production method for producing formic, possibly also oxalic. The fungus was not a yeast but a mycorrhizal fungi if I recall correctly and it was sort of like a mushroom liquid culture.
The methanol to formaldehyde is probably a lot easier but Id rather have jugs of calcium formate sitting around than jugs of methanol, especially if Im immediately reacting any formaldehyde with 30+% ammonia to precipitate solid hexamine crystals.
Ethanol like methanol also yields formaldehyde from thermal decomposition, although probably in a much lower yield.
If you had access to the right equipment, formic acid can be produced from CO2 + water and visible light.
EDIT: Mildew removal products such as mildewcide are near 100% pure paraformaldehyde and can be converted to formaldehyde rather simply.
There is a lot of routes to make or procure formaldehyde. I wouldnt call it difficult.
