Not an expert, but aren't the crew on cargo vessels usually Filipinos, who do a fairly good job?
I know they have been replacing them with cheap Indians. Some people said the Ever Given parking sideways in the Suez Canal was due to that. And There'a also a chance the pilots are American diversity hires.
But could just be one of those things.
I'm not sure. I know third-world labourers are common for crew but I doubt those types usually end up as captains -

I remember the same thing happened with the French in Syria, in one of the US missile attacks the French and British (maybe Germans) wanted to participate and fire a few off, the French ship spunked maybe 3 cruise missiles into the ocean in the same fashion, then sort of just sadly gave up -
