Sister of The When, determines The of events that have occured.
Together they are the Sisters SpaceTime
They moved the whole Big Bang (a past event) past the Heat Death of the Universe and thus created a self sustaining universe cycle where they can gain more information and thus power every cycle.
However they are far from being readily cooperative. They are both very jealous of each other. The Where is very intelligent and cunning but the When can give herself infinite time to consider any event if she wants.
Eternity is their chess game. -

She can determine when events happened but not whether or not they happened.
She can move some events past the heat death of the universe or before the Big Bang.
She can't determine where they happened but she can make them happen at a point in time where they are wherever she wants, but that may not necessarily coincide with when she actually wants to place it.
She cannot determine the When of events that have not occurred yet because she doesn't know them, only move past events into the future. -

9000 km = 24.5 km/day if we count 7 days a week, every single day, or 35.6km/day if we only count working days.
The entire Hong Kong Island is around 50KM on a side.
