I don't think that's a very fair analysis of what "proper science" is. Indeed, some of those we consider the greatest minds of science in history, Aristotle, Herophilus, Newton, Darwin, Einstein, and many other productive if lesser scientists throughout the ages have advanced theories which simply were not true yet were tremendously useful and revolutionary in multiple fields. Surely we can't fault Newton, say he did "improper science", when he failed to anticipate relativistic phenomenon he had no means of observing.
