I’m just surprised that you’re surprised there is no real record. Did you expect them to write up a report about police brutality? I’m surprised they even wrote it up.
I’m not a police hater, but I know for a fact that there are cops that only get on the force so they can feel some kind of authority over others, and they abuse it frequently. Not all cops are like this, but there are plenty. Being a cop is attractive to people who’ve had no power in their life.

There are various channels available as it turns out. I am pursuing them all until I have exhausted each and every one.

I don't even want those cops to lose their badges. I'm not vindictive. I just want acknowledgment of the wrong doings that transpired.
Those cops are probably decent people that just got caught up in an unnecessary brawl.
They should be held accountable.
They should learn a lesson.
But I don't want to ruin their careers.

Not really a small town, where he lives has half a million people same population as the city I live in.

Yeah I'm in Chilliwack, just outside of Vancouver.
Chilliwack alone has 83,790 people.
But the incident occured in Surrey (also right outside of Vancouver)... And the (official) population is 518,467.
