He is apathetic to all terrible things. My guess is he's a war vet (korea or Nam or the first gold/gulf war being he's an old many) and suffers PTSD on a large scale making him express rage like statements.

It costs taxpayers more to do all of that shit than to just put them in prison for the rest of their life.

anyone accepting 'lobbying' (read: legalized bribery) from a private-prison, private-trash pickup, private-electrical utilities, etc, needs to be incarcerated and banned from any public office upon release.
prediction: the USPS is being groomed to fail so that it, too, can become a privately held corporation.
fact: it is impossible for a private entity to provide a service for a lower rate than a government/public entity and the common lie that 'a private company can do xxxxxx cheaper than the government' is a ploy to encourage tax payer theft. thats the proper term: theft. -

which is why the most cost effective means of death is a firing squad using 5 or 6 live rounds and a handful of dummy rounds.
i could come up with cheaper means but none of them would be considered 'acceptable' to the bleeding hearts. -

that is expensive in labor costs as well, even using slave labor, since the slave could be laboring at something more productive.
a derivative of that is lock groups of them in a 'shark cage'...dip it in the water for about ten minutes...then dump the bodies for the fishes to feast upon. but still expensive in terms of labor rates. -
