Not if the record is cleared. The whole idea behind that is to remove the 'stain' that it was, AS IF IT DIDN'T HAPPEN. They're no longer considered guilty.
If they clear it, the person no longer would have to register, considering they are no longer deemed to be a sex offender, per the courts.
Like I said, reference me a legal source saying otherwise. I really don't think you can. -

And what if that same sex offender was cleared, and then went out and diddled a two-year old, don't you think those parents of the two-year old would sue the state, if they find out the state knew and didn't warn the residents? -
