not sure about the specifics of the NK incident you're talking about, but the UN didn't really have anything to do with the Iraq-WMD-nonsense - it was really just the CIA and Mossad pushing that - Bush and Rumsfeld knew the data was not reliable (if not altogether false) and more or less forced the other security-council members into playing along
If I'm reading it correctly I believe an actual investigation team was set up within the UN for this incident -
