they were actually referring to the x-22 which is an enormous aeroballistic missile designed in the 60s; the airforce spokesman admits they don't have the capability to stop those but apparently KINZHALs, KALIBRs and ISKANDERs (all based on the same concept but much faster, more agile and with advanced countermeasures) are no problem...
the x-101s and modern variants are logically easier to intercept because they're slower and fly low but they're designed to be stealthy so it depends on whether the systems the Ukrainians have are able to achieve reliable locks -

I'm not exactly sure what they're trying to say but the kh22 is an antique anti-carrier missile that is 'obsolete' to be replaced by the kh32. It's a humongous missile and while it is fast the kh22 is reasonably easy to soft-kill...which is part of why the soviets invented the kh32. (Kh32 and kh22 are physically visually indistinguishable)
The newer and smalls hypersonics haven't been documented to achieve the speeds the Russians claim. -
