I mean you have to be pretty naive as a leader to take a few verbal "assurances" as a set in stone "guarantee".
Seems Russia is pretty dim in that aspect..

there were more statements and releases meant to make them believe it was genuine, but it doesn't really matter does it? NATO claimed they weren't going to try to move into the former Warsaw Pact countries but did anyway, and Russia felt they had to put a stop to it because potentially moving their TBMs and missile shields to within 400km of Moscow was unacceptable.

I mean, the US has always been the primary military power within NATO, and now NATO is mostly just a racket to force other countries to buy US-made military hardware.
and I don't really disagree; I don't think Gorbachev or Yeltsin were particularly competent but even if they were, they presided over the end of the Soviet Union and didn't have many cards to play anyway.
point is, NATO forcing itself into Ukraine is both an act of aggression considering they promised not to (regardless of how binding that was) and potentially an existential threat to Russia (even with current superiority in missile and anti-missile tech, 400km is too short a path for even the latest anti-missile systems to detect, lock onto and intercept modern missiles. this is why the US is outfitting its nuclear deterrent submarines to carry ~140 short range cruise missiles instead of ~20 ballistic missiles). -
